[Adminsysters] update: 29 July meeting

Hi,

Last night we noticed a few things, for example that the certbot service
had failed to start, the Gitlab keys were out of date, not able to
upgrade GitLab,and the ever present "Can't set locale;"

This morning I fixed certbot, the locales an dkey issues but GitLab
needs a major upgrade, from 12.7.6 to 13.2.1. I would like help with
that. We should first make a backup, which is a lot of work. I need help
staying focussed. Let me know if someone has time soon.
