[Adminsysters] systerserver - gitlab new project

I took a look at your account and you're an "external" user. Not quite
sure yet how this works, but I do see:

External users cannot see internal or private projects unless access is
explicitly granted. Also, external users cannot create projects, groups,
or personal snippets.
