[Adminsysters] access gitlab + password reset

Hi,

in the settings I see that the gitlab version we run is 12.7
from the gitlab docs, I read that the option for admins to moderate new
accounts was introduced in version 13.5.

In any case as it now, sign-ups are enabled.
If the reset of a password is not working, this is a different issue.
I had to reset passwords many times for users who couldn't login.
We need to find out why this is happening.
