sorry for replying probably much too late but just in case: I've been
using 'Schleuder' lists for many years and administrating some.

If you're still looking for one and don't want to host it yourself, I
know two providers who offer them:

https://www.systemli.org/en/service/schleuder/ (english)
https://docs.immerda.ch/de/services/emaillists/schleuder/ (the website
in German only but they communicate in English as well)

Both very friendly tech collectives.
