[Adminsysters] Changelog for Jean - VPN proxy - collectiveinfra

there was a problem with www.servpub.net pointing to media.caladona.org 
because the www subdomain was missing from servpub.conf in nginx. I 
added that.

I also added a changelog in jean at /root/CHANGELOG that we shall try to 
keep updated whenever we do some work on the servers.
Need to add one for adele too. We used to keep a changelog in 
anarchaserver which is helpful.

There is also a new proxy for collectiveinfra from ingrid.
@ingrid can you tell us what is the plan for this new platform? It would 
be also kind to radically reference systerserver as part of the ci 
networking/infra resources on this new website.
