[Adminsysters] subscription process

since it's a bit unclear who is responsible for admin/moderation of 
which email list, i made a folder on nextcloud called Mailing lists, & 
in that are now two files: one is called lists.md & it's a list of 
mailing lists hosted on systerserver.net, genderchangers.org & 
eclectictechcarnival.org.

the other file is list_admin_info.md & here i've just put the 3(+?) 
lists that we need to keep track of the admin of, which is adminsysters, 
systertown, & the /etc lists; as well as links to the discussion pad & 
another info file that i found.

it would be good to note here who is currently responsible for what on 
each of the lists, so that if we forget or don't know, we can find it 🙂

i'm not sure who can access things on nextcloud; i seem to only be able 
to share things with the systertown group. so these links are, i think, 
publicly accessible ones to the two files (i've tried to make the whole 
folder accessible but not sure if i have or not ... )
