[Adminsysters] mailman upgrade

we upgraded mailman and its dependencies.

We discussed of switching to the debian package mailman-full instead of 
having it installed from source (with pip). So in the long run we won't 
have to do that every time we upgrade debian. This will be more than one 
session, let's see when and if we have the capacity.
