[Adminsysters] [SERVPUB] VPN on Jean --gitlab

In our last internal meeting we talked about hosting the Tinc VPN 
documentation on our gitlab. As this info is important for many 
decentralized autonomous and feminist infrastructures, we thought to 
host it on systerserver's gitlab. Each community that uses Jean VPN as a 
proxy to their servers can add their documentation in this repo.
The repo can also include some general guidelines and glossary for 
sharing documentation about feminist technologies.

We will make a public repo, so that contributors will not need to 
signup/signin.

Let us know if you object the idea -- and why so.
