[Adminsysters] [INFRA] adele debian upgrade

Debian upgrade goes very slow.

We did a system update and upgrade and we got stuck with gitlab upgrade, 
which needs a postgresql database switch from 12.x to 13.x

So next session we need to fix the postgresql for Gitlab

and then we can continue with the Debian upgrade.
