[Adminsysters] [INFRA] Upgrade Debian 12->13

hey!

I want to give an update about this upgrade. Today ooooo, ignifugo, and
I met to finish the upgrade and reboot the server. Unfortunately adele
did not come back. We sent mur.at a mail and called them to ask them to
check on it. We will follow up as soon as we hear from them.

The services that are down are peertube, nextcloud and gitlab.
